Diné Action Plan
The Diné Action Plan (DAP) is a roadmap for all entities and partners to address public safety and social program needs in order to address the issues, or modern-day naayéé’ (monsters), plaguing the Navajo Nation which include violence, substance use disorder, suicide, and our missing/murdered Diné relatives by working together toward shared goals and objectives.

According to the Navajo Nation three branch chief’s letter within CS-51-21, “[t]he Plan supports improving strategy, policy, and procedures for the health and well-being of our Diné People.” As such, the DAP incorporates historical Diné traditional teachings and the Diné Planning Model of nitsáhákees (thinking), nahat’á (planning), iiná (action), and siihásin (reflection). In addition, the DAP is implemented by a multi-disciplinary Advisory Group of subject-matter experts, including the Navajo Division of Behavioral & Mental Health Services (DBMHS).
Our Role
DBMHS is tasked with the Substance Abuse Task Force which meets on a weekly basis to establish and address goals and objectives related to this modern-day monster that brings social disparities to our people. Select goals and objectives include:
- Develop a workforce pathway model for Certified Peer Support Workers
- Provide cultural and prevention presentations to DALTCS senior centers and Chapter Summer/Winter Youth employees
- Advance transportation support to increase access to Substance Use Disorder (SUD) prevention, treatment and recovery support
